Capacity Building including strategy development for CSOs funded by Wellspring Philanthropic Fund: We have significantly carried strategy development assignments of different Civil Society Organizations and institutions funded by Wellspring Philanthropic Fund under a project named “Eastern Africa Organizational effectiveness capacity building for social justice CSOs” since 2017 to date. The project aims at supporting organizations in the Eastern Africa Region to become demonstrably more sustainable, adaptable, and effective at achieving their social justice missions. To date we have built capacities of 30 Civil Society Organizations in Eastern Africa. For example, we have recently completed development of 2026-2030 strategic plan for Investing in Child and their Societies – Africa (ICS Africa). | |

Provision of Strategic advice in the Global Collaboration for Resilient Food Systems Programme: CBLI Centre serves as the Regional Representative for Eastern & Southern Africa for McKnight’s Foundation’s Global Collaboration for Resilient Food Systems Programme(CRFS). This entails responsibility for M&E and grant management. The portfolio ranges from 20-25 projects in Tanzania, Malawi, Uganda and Kenya. The responsibility also includes providing strategic advice on strategic positioning of the programme, organizing an annual community of practice meeting of national and International agricultural researchers to share research finds and best practices. CBLI Centre has also managed approximately 2,000,000 US$ on behalf of the Foundation for supporting technical assistance & hosting workshops and meetings in the Region. | |

| Brief Description of Assignment | |
| Development of the Foundation for Civil Society (FCS) 2022 – 2026 Strategic Plan: In 2021, CBLI was contracted to provide consultancy services in development of 2022-2026 strategic plan. More specifically, CBLI reviewed key FCS documents, Led FCS to review the organization’s vision, mission, values, and philosophy. Undertook stakeholder mapping and analysis. Undertook an analysis of the operating context for FCS as well as expected trends. Planed and facilitated strategy formulation meetings. Carried out literature review to determine development partners’ strategic priorities. Through a consultative process, identified focus areas and develop strategic objectives and key results areas relevant to FCS’ next strategic period. Reviewed the institutional capacity, organizational set-up, financial and administrative system against the mandate of the FCS, the identified strategic objectives and key result areas and made recommendation for improvements. Designed and proposed a strategy for achieving the strategic objectives and key results. Developed a results framework for the plan period, also detailing how FCS can optimize its monitoring, evaluation, learning and research efforts. | Strengthening Institutional and Organizational Capacity of TNRF (November 2019 – April 2020). RTI – USAID PROTECT contracted CBLI to provide consultancy services in Strengthening Institutional and Organizational Capacity of TNRF Secretariat in membership recruitment and coordination, communication, Resource mobilization (fundraising), Monitoring and Evaluation, Engagement of Women and Youth in Natural Resource Governance, Coordination and Management of CSO platforms. The assignment included; Developing a focused Organizational Strengthening Plan (OSP); Strengthening the MEL system for TNRF and its members; Support TNRF to develop toolkit and strategies to involve more women and youth in natural resource governance to enhance their participation in sustainable natural resources management and benefit equally from the use of these resources; Developing tools for membership recruitment and communicate back the services TNRF is providing to its members; Assisting/mentoring and developing a tool for TNRF to coordinate and manage CSO platforms and working groups to influence natural resources policy reforms in Tanzania; and providing a tailored-made mentorship to TNRF secretariat on addressing specific gaps. | |

| Midterm Review of SHAUKU Programme (March 2020): CBLI was contracted by Danmission (a Danish International NGO) to conduct the mid-term review of Shauku programme that is implemented in the Lake Zone Regions of Tanzania by the Evangelical Lutheran Church of Tanzania in Kagera, Mwanza and Mara Regions in the period 2018-2021. It is funded through Danmission’s Strategic Partnership with Danida. The overall objective of the learning review was to assess the relevance of strategies applied in Shauku towards reaching the overall goal. The review entailed extensive document review and field work and delivery of a final report. | |

| Institutional Strengthening of Beneficiary Partners (2017-2018): CBLI in collaboration with Molly’s Network and Sustainable Agriculture Tanzania (SAT) was contracted by SWISSAID Tanzania to implement a 2-year project (2017/18) aimed at building the capacity of 8 beneficiary small holder farmer organizations in Mtwara Tanzania. The project focused on the following areas; Good governance; Strategic planning; Financial sustainability; Institutional set-up; and Networking. | |

| Capacity Assessment of Kigamboni Community Centre (2018): CRVPF contracted CBLI to carry out a capacity assessment of Kigamboni Community Centre focusing on the following; assessed the leadership capacity of KCC including the board members roles; assessed the capacity of the teams in managing project activities; assessed if the funds were utilized in line with approved budget and activities in the proposal; established whether KCC followed standard expenditure practices; established whether KCC was meeting all the statutory obligations; examined KCC’ effectiveness of financial systems; and examined the Capacity of KCC to manage finance in line with approved program. The CRVPF is a regional intermediary organization that works to prevent children and adolescents from violence and the sexual abuse and sexual exploitation. CRVPF supports such initiatives through grant making and technical support for community-based organizations and Local national NGOs in Uganda, Kenya, Tanzania, and Ethiopia. | |

| Final Evaluation of ANSAF Strategic Plan 2013-2017 (June 2017): CBLI was contracted by ANSAF to carry out final evaluation to establish whether, the implementation of 2013-2017 Strategic Plan by ANSAF delivered the promise of the following outcomes (results): Equitable distribution of resources, power and risks within value chain; Improved learning and capacity by ANSAF members; Improved policy and practices and efficient regulatory frameworks in the agricultural sector; Work out a membership satisfaction survey, to establish the extent the members were served and their level of satisfaction vis-à-vis the members’ needs. The Agricultural Non State Actors Forum (ANSAF) is a member led forum made up of organizations from farmers’ umbrella groups, the commercial sector and non-governmental organizations (NGO-both local and international) in Tanzania. | |
